Expectations for Enhanced Competitiveness in K-Nuclear Power Exports Including Czech Nuclear Power Plant
The National Intelligence Service (NIS) held a ‘Nuclear Power Plant Cybersecurity Council’ meeting on the 15th, attended by related organizations. During the meeting, the NIS announced the ‘National Nuclear Facility Lifecycle Security Integration Guidelines’ to strengthen cybersecurity for K-nuclear power plants and support nuclear exports.
To enhance the export competitiveness of K-nuclear power, the NIS reorganized the existing ‘SMR (Small Modular Reactor) Cybersecurity Council’ launched in December 2023 to the ‘Nuclear Power Plant Cybersecurity Council’ in August 2024. The scope of discussion expanded from SMRs to all nuclear power plants, including export-type plants to the Czech Republic.
This council includes participation from 21 institutions with experts from the National Cyber Security Center, Nuclear Safety and Security Commission, Ministry of Science and ICT, Ministry of Trade, Industry and Energy, Korea Hydro & Nuclear Power, Korea Institute of Nuclear Nonproliferation and Control, Korea Atomic Energy Research Institute, and National Security Research Institute. Notably, the recent meeting saw an inclusion of the Korea Information Security Industry Association and other private industry participants to foster public-private cooperation, allowing the domestic information protection industry to join nuclear export endeavors.
The ‘National Nuclear Facility Lifecycle Security Integration Guidelines’ aim to support nuclear exports by proposing security requirements that comply with cybersecurity policies of major countries like the US and EU, reaching international standards. The guidelines cover the nuclear power lifecycle stages such as ‘planning-design-implementation-testing-operation-decommissioning,’ including considerations like cyber threat analysis, security monitoring system establishment, and supply chain security. The guidelines are set to be implemented from January next year, with plans to publish an ‘explanatory guide’ to enhance understanding among stakeholders.
Yun Oh-jun, the third deputy director of the NIS, stated, “Through the council, we will actively support security measures to protect nuclear power plants from cyber threats. By proactively preparing security guidelines that meet international regulations, we hope to improve the export competitiveness of K-nuclear power.”
